The content has been created but it needs to be tested before it can be released. It has 8 health factors that represent 8 specific SNOMED CT codes there are used in the Meaningful Use measure.

Well, according to Meaningful Use and the quality measures, there are 40 ways to code if a patient smokes so the VA has probably always been a lot better than that! And NONE of them are how many pack years and when did the patient stop. Don't get ME started on that!

The VA has worked on this problem but I don't recall the resolution. I expect Rob Silverman or maybe Patrick Redington knows what it is.
