Open Source Acquisition Process for the U.S. Government

At the recent OSEHRA Summit, thw topic of Open Source and the Federal Acquisition process came up a number of times. A good paper to read on this topic written by David Wheeler is "Open Source Software and U.S. Government Acquisitions".  In his article, he also references several other papers and a report by Mitre on the “Use of Free and Open Source Software in the US Dept. of Defense”.  Introducing change into the Federal government acquisition process is one of the keys to the success of OSEHRA and the growing open source community's ability to compete with proprietary Commnercial Off The Shelf (COTS) vendor oferings.
